Chapter One: Introduction
1.1 Background of the Study
Education is universally recognized as a key driver of community development, and primary education plays a foundational role in ensuring human capital development at the grassroots level. In Misau Local Government Area (LGA) of Bauchi State, primary education funding has been a focal point in recent years due to its significant potential to transform local communities. Primary education funding covers critical areas, such as infrastructure development, teacher training, and the provision of educational materials, all of which are essential for improving literacy rates and fostering overall community growth (Ahmed & Yusuf, 2024). However, Misau has struggled with adequate funding for its primary education sector, which has hampered the development of a robust educational system that could contribute to broader community development goals.
In many parts of Nigeria, including Bauchi State, primary education is foundational not only to improving literacy rates but also to equipping future generations with the skills required for economic productivity (Usman & Bello, 2023). Studies indicate that there is a clear correlation between investment in primary education and improved socioeconomic outcomes for local communities (Salihu & Zubairu, 2024). In Misau, while some progress has been made in increasing access to primary education, funding challenges have limited the ability of the education sector to meet its full potential. This study aims to assess the role of primary education funding in driving community development in Misau, focusing on both educational outcomes and broader economic and social improvements.
1.2 Statement of the Problem
Despite the importance of primary education for community development, Misau LGA faces significant challenges in securing adequate funding for educational activities. The lack of sufficient resources has led to poor infrastructure, a shortage of qualified teachers, and inadequate learning materials, all of which negatively affect the quality of education and limit the potential for community development. This study seeks to explore how primary education funding impacts community development in Misau, addressing the gap between policy intentions and local realities.

To evaluate the impact of primary education funding on community development in Misau LGA.
To assess the relationship between the availability of educational resources and the improvement of social infrastructure in Misau.

1.6 Significance of the Study

1.7 Scope and Limitations of the Study
The study focuses on primary education funding and its impact on community development specifically within Misau Local Government Area, Bauchi State. It does not cover other forms of education or other sectors of community development. Limitations of the study include challenges in accessing accurate and up-to-date data on funding allocations and their actual impacts.
1.8 Operational Definition of Terms
Primary Education Funding: The financial resources allocated to support the operations of primary schools, including infrastructure, teacher salaries, and educational materials.
Community Development: The process by which communities improve their social, economic, and environmental well-being through collective efforts and the effective use of resources.
